When do the CDM (Construction Design & Management) Regulations apply?
The CDM 2007 Regulations apply to most common building, civil engineering and engineering construction work. You must notify HSE of the site if the construction work is expected to either:
- last longer than 30 days; or
- involve more than 500 person days of construction work;
HSE should be notified in writing before construction work starts; you can use form F10. Your notification should be sent to the HSE office nearest to the proposed site.
CDM Coordinator
A new role of CDM coordinator was created by CDM 2007. It is a wider role than that of the planning supervisor (which it replaces) and may be summed up as ‘The client’s adviser in matters relating to construction health and safety’. The role involves advising and assisting the client in undertaking the measures needed to comply with CDM 2007, including, in particular, the client’s duties both at the start of the construction phase and during it.
Client
A client is defined in the CDM Regulations as the person who in the course or furtherance of a business:
a. Seeks or accepts the services of another which may be used in the carrying out of a project for him/her
b. Carries out a project him/herself
Designer
A designer is defined in the CDM Regulations as any person (including a client, contractor or other person referred to in these Regulations) who in the course or furtherance of a business:
· prepares or modifies a design
· arranges for or instructs any other person under their control to do so
Principal Contractor
A principal contractor is responsible for contractors and workers on site and for planning, managing and monitoring the construction phase in a way which ensures that, so far as is reasonably practicable, it is carried out without risks to health or safety
